Contract signed
Signed a month before it came before the public
Sheriff Matt Coates signed the taxpayer-funded Flock agreement on October 25, 2024. The signature page below records his name, title, signature, and date. The agreement was signed a month before Flock was first brought before the public in Commissioners Court on November 25, 2024.
County officials acknowledged that the agreement had not been reviewed by the county attorney before it was signed. Taxpayers were signed onto the agreement before that legal review and before the public Commissioners Court discussion.
The public notice was posted November 22, 2024. Item 13 on the November 25 agenda was discussion and action to approve the Sheriff’s Office Flock LPR resolution.

Public approval
Commissioners approve the Flock resolution
Erath County News reports that county minutes record a 4–0 vote approving the Sheriff’s Office Flock LPR resolution on November 25, 2024. That public vote came one month after the sheriff’s October 25 signature on the agreement.
For opponents, the sequence matters: a financial commitment should receive legal review and public scrutiny before taxpayers are signed onto it.

Residents organize
A petition, polls, and public opposition
Heather Anderson, a grassroots organizer fighting Flock surveillance in Erath County, launched the removal petition on August 17, 2026. It has attracted more than 1,200 signatures. Two local polls showed more than 80% opposition among participants: Erath County News reported 90% against public funding for Flock, while the StrawPoll showed approximately 84% against county tax dollars funding Flock, Axon, or other mass AI surveillance.
These are voluntary polls, not a representative survey of every Erath County resident. Percentages reflect the results reviewed for this page.

Funding continues
Opposition did not stop the funding
A published summary of the September 14 Commissioners Court meeting reports that the court adopted a budget including Flock funding after hearing public objections. Heather Anderson says commissioners ignored the petition of approximately 1,200 people and the two polls showing more than 80% opposition among respondents.
Residents spoke up, but their demand to end taxpayer funding was not followed. The meeting summary also records officials’ willingness to review the agreement further.
